In California, water policy issues often exist in traditional silos of urban interests, agricultural interests, and environmental interests. The WELL conference moves beyond a silo approach to develop a more fluid and connected circle of understanding that accounts for water supply, water delivery, flood control, urban runoff, protection of water quality, and balancing the interests of agriculture, industry and individual consumers.
